I will say they did a pretty great job on this however the game doesnt cover the whole city and rather just lets you access the main streets and their backsides and the train station area

However there is no daynight cycle and you pretty much just continue onwards doing mission to mission in the game with no real chance to enjoy anything else in akiba without trying it yourself and even then the limited map gives you not so many options
