These are said to be over the pants but they can be worn by themselves depending on the temperature outdoors

There are no belt loops and the drawstring stop doesnt really stop effectively though i suppose you could tie a knot in it or something

The ripstop outer fabric nylon i think as the tag says has a waterproof backing so even though it will absorb water it wont get through

Theres a mesh lining inside like in many bathing suits that goes down to below the knees where it attaches to a shiny polyester lining such as you find in windbreakers

I doubt the waterproofing would stand up well to much machine washing
