Cheap plastic. The bristles are very very stiff and would eventually tear my cat's skin. I plan on donating the three unused brushes to a thrift shop so hopefully another more discerning cat will find them useful.

And if the slits to allow scent to excrete were smaller or mesh to prevent the catnip from falling out
