Some more internet serching later i found that the 316 x 7 ball means the ball bearings are 316 inch in diameter

After taking my wheel hub apart a couple ball bearings fell out

New bearings are exact match to old ones and i would bet most bike hubs are the same

So if your bikes wheels spin badly take the hub apart and measure the diameter of old balls
