Edit so for others out there who come across the same issue as me i used the onvif software to configure the cam but like someone else said its crap

I would set the rtsp port in that software and it would not allow me to select most ports even common default ones like 554

When it did let me select a port it wound up not being the true port rtsp was set on

I had to use the ip camera searcher tool to locate what port rtsp was set on

The vendor diligently worked through my problem provided firmware updates etc
