You should note that this book is the result of years of sociological research and as such it is much more descriptive than prescriptive

By stating that the creation of good jobs depends on good firms coming which depend on the availability of good workers which in turn are lured by such intangibles as a tolerant atmosphere and the presence of good research universities it doesnt offer much hope to stagnant cities that dont have any of these
