However it cant be worn in frigid temperatures without a heavier jacketcoat on top

Chest measurement is about 36 waist is about 31 and hips are about 39 wearing jeans and knit shirt

It is close fitting so cant wear anything heavythick under it like a sweatshirt or heavy sweater
