It is certainly not the cheapest solution, but it seems very well made. Only complaint is the exorbitant price. Perfect, but too expensive, i think because it's certified.

The only way to restart the flow of signal from the mac mini to the monitor is by unplugging and replugging the cable

This is probably mac minis fault and may be fixed by changing the power settings to prevent the computer from going to sleep in the first place
