    I think mainly due to the length of the actual gel bead pack itself which is about 13 14 inches allowed for bead movement not the total length of the plastic encasement

    A side not about the product the beads dont annoying consolidate in one section of the pack

    The gel bead pouch measures 13 long x 5 14 wide in the center tapering to a 3 12 width at either end and fits well inside the 15 x 5 12 cotton velvet cover found on the pouch when i opened the package
