It feels like it's starched big time to give it it's flare at the bottom. It looks like i lumped wads of toilet paper underneath my mrs. There is so much fluff that is bunched in the petticoat.
The fit is fine but the poofiness is all asymmetrical. It was supposed to * up my dress. To even wear it is had be sure not to resituate or pull on the skirt. Not the same costume as pictured.

Unfortunately i had to work around it and wear it really high waisted because on lower waist lower belly didnt stretch as much as it could have

But if you have no belly it will be fine if you do have a belly be prepared to place the skirt really high or in an area where the belly is not as a prominent
