Pros & Cons
Pros
This method of capacitor discharge is much better than directly shorting capacitors. The 3 kilohm impedance allows you to use the meter to test gfci protected receptacles by probing the hot to ground.
Wiggies have no digital display, but auto detect ac/dc, vibrate when voltage is present and load the circuit enough to eliminate ghost voltages. Only issue is it will not auto-range under 1 volt.
Highlights
Quality
Exactly the quality and price that one would expect from a fluke instrument

Rather than getting a service company to come out and diagnose an issue with the units not running look to the capacitor first
I tried saving a few dollars with a klein and was sorely disappointed
Shipping
The continuity tester is latched and as fast as the top fluke electronics meters
Competitiveness
You cant go wrong with fluke products
Ive dropped this thing from a 4 story balcony and it just took it like a champ
There are honestly very little differences between the 113 compared to the other models
