Unfortunately, if you do not have access to the internet, you won’t be able to update the game (which isn’t game breaking) or download any of the dlc content from the playstation store.

However, there is no extra disc included to download the dlc to your console.

Instead, there is a code included with the disc that you need to go to the playstation store, redeem the code, download the dlc to the console and then have it reflect in your game.

Long story short, the physical copy of the fallout 4 goty edition is pointless.
