If i click down light i would expect the light to turn off it doesnt and if i press and hold down light i would expect the light to start dimming but it does nothing

I have to press up light again to turn the light off if ive pressed up light to turn it on

If you turn the light on clicking down light then you have to turn it off by pressing down light
