If your opponents are against receiving a resource card from you in exchange for you getting a token, you're out of luck unless you roll a 7 and move the robber harmlessly.

The robber was definitely off the board more because of this.

It can be much more beneficial to put the robber on an empty hex and get a token than steal a card from someone and limit resource production -- which, in turn, limits potential conflicts.
