It is 2 separate pieces the top piece has an adhesive backing to stick to the bottom sheet once you are done cutting

The foam is just really rigid and after about 1015 cutouts it was pretty much just ripping the foam not cutting it

The instructions would have you draw your tool outlines on the paper

They would slide around making accurate outlines impossible to draw

Another drawback to trying to cut through the paper first is your entire blade will gum up with the adhesive

I found it overall a decent product but there are some problems with it

First the backing for the adhesive is very slick so trying to stencil each tool is a challenge since most markers will not stick and the only one i found to work was easily wiped off
