Set your dremel on low to med-low and slowly worked away the rough spots. Low speed works just as well and lasts through several projects. Large quantity in package is convenient because they wear out rapidly.
Cons
Fibers constantly and rapidly wears to unusable. Even the course wheels shed fibers.

Note dont forget to wear eye protection and a face mask when using this on plastic the little pieces and dust goes everywhere

Ended up changing them out sooner than i would have liked but they do bust the rust

The trick is low speeds because the higher the speed the faster it melts
