Includes 16 flat hex bolts, nuts and included wrench for through-hole installs. Comes with a sad, little screwdriver, and a facsimile of a wrench. Nice that they included both bolts/nuts and a set of heavy screws to allow options for attaching.
They are well made and finished, and have a very hefty feel. They perform very well with minimal exertion, even when using one hand. They are also very durable and can handle heavy loads.
The wheels roll freely and the caster swivel smoothly. What i've liked best about them is that they lock both rolling and rotating. Everything rolls smoothly.

The metal construction is cheap but adequate and the wheel has a high-hardness polyurethane tire that is perfect to roll smoothly on any heavy workbench or other mobile furniture, rack, etc.
They roll effortlessly and very easy to install. Aligning the mounting holes to use a single bolt (versus a screw on each side) takes a steady drill hand. Fit wood crib as replacement for old. Worked very well.
