The whole thing comes in a snapped plastic bag

The straps are adjustable and the top actually is closed and sealed by rolling the top section down several turns and than bringing the 2 end pieces together each side houses a portion of a plastic clip and then clipping the 2 pieces together see photo

However after having it in the water and briefly having parts of it under the water the contents inside did stay dry
