At the maximum setting the fan was definitely running

It turns out the fan speed is set by the selected output voltage and not temperature as one might think

Starting at 1v and going upwards in 1v increments the fan started running slowly at 10v and got faster as the voltage approached 30v

Anything at 5v or less the fan will never run
