This works out of the box with a dell xps 13 2015 and displays hdmi and vga fine not tried dvi yet

Tip if you set the surface to only display a picture on the tv the display uses the full screen of the tv and highest resolution possible

If you mirror the image on both surface and tv it shows it cropped on the tv

By default it doesnt fill the tv screen but it will once the surface resolution is changed to 1920x1080
