This reasonably priced tbc will take video tape playback that is flagging badly and fix the timing to eliminate the problem either completely or leave a tiny bit of greenshift at the top of the video on really bad ep vhs tapes

The only negative is that an extreme video glitch can stick the tbc in colorbar mode requiring that the reset button be pressed

Short overview a timebase corrector is essentially a device that reconstructs a composite video signal scan line by scan line
Posted by a reviewer on Amazon
If the timing is off even slightly for a single field or for a set of scan lines the individual scan lines dont align with each other and you get a jagged effect
Posted by a reviewer on Amazon
A time base corrector tries to correct the timing for the individual scan lines to improve the picture
